The IFSS Basic Level Imports course will provide introductory knowledge, skills, and abilities related to the regulation of feed and food products grown, produced or manufactured outside of or returned to the U.S.

  • Goal: Participants will be able to identify the import process in regulatory programs.

  • Scope: Topics in this course include Foundations, Laws and Regulations, Entry Process, Inspection, Investigation, Compliance and Enforcement Actions, and Import Fraud

Course Objectives

Foundations

  • Identify agencies involved in the import process,

  • Define relevant terminology,

  • Recognize the process for imported human and animal food products, and

  • Identify examples of regulatory enforcement actions.

Laws and Regulations

  • Identify jurisdiction over imported products,

  • Identify import regulations,

  • Recognize agency regulations,

  • Identify the various agencies regulating imported product, and

  • Define appearance of a violation as it relates to imports.

Entry Process

  • Define the entry process,

  • Identify entry submission requirements,

  • Identify entry documentation,

  • Recognize types of entry, and

  • Identify examples of import admissibility decisions.

Inspection

  • Recognize import field activities,

  • Recognize the importance of sampling, and

  • Define the purpose of filer evaluation.

Investigation

  • Recognize reasons for import investigations,

  • Identify agencies involved in import investigations,

  • Identify the different types of investigations, and

  • Identify types of evidence to collect.

Compliance and Enforcement Actions

  • Identify enforcement actions for adverse findings,

  • Recognize interagency collaboration, and

  • Recognize options for violative products.

Import Fraud

  • Recognize the impact of fraud,

  • Identify examples of fraud, and

  • Identify legal actions associated with import fraud.

Unit 1: Foundations – 35 minutes

Unit 2: Laws and Regulations – 35 minutes

Unit 3: Entry Process – 15 minutes

Unit 4: Inspection – 15 minutes

Unit 5: Investigation – 35 minutes
